Liam Maskey

Executive Director of Intercomm Ireland

As founder of the Newington/Cavehill Community Services Association (NCCSA) and co-founder of Intercomm, Liam has worked to widely distribute the economic and social benefits of peace to as many people as possible. Through and beyond his work with these organisations, Liam has endeavoured to build peace, greater understanding, and tolerance across divided communities in Belfast and throughout the world. Liam is also a founding member of the North Belfast Partnership Board, which was founded in 1997 to increase opportunity for social inclusion and community prosperity through the development of regeneration initiatives and programs that can improve the social, economic and physical infrastructure of North Belfast.



Brendan Mackin

Director of the Belfast Unemployed Resource Centre

The Belfast Unemployed Resource Centre (BURC) was set up in 1984 to provide a centre which will promote the interests and benefits of the unemployed and other social and economically disadvantaged groups without prejudice of age, gender, sexual orientation or religious opinion.

Jack O’Connor

Deputy Principal at the Department for Social Development (Voluntary and Community Unit)

Previous to his present position with DSD Northern Ireland, Jack O’Connor was Director of Community Initiatives at the Special European Union Programmes Body and had overall responsibility for implementing the INTERREG IIIA Programme and for oversight on other Community Initiatives. He is also Member of the Board for An Droichead Nursery & Primary School in South Belfast.


Angela Chada

Executive Director of Springboard

Springboard is a cross community, cross border organization established in 1992 ‘to build the capacity’ of young people and their communities by providing skills and personal development opportunities within a local and international context. Target areas are working class areas in Belfast and Dublin that have suffered the highest levels of multiple deprivation across all aspects of life.

Springboard’s broad aims are to provide opportunities for young people from the target areas to develop vocational and personal skills; to promote international awareness and exchange; to support understanding, discussion and collaboration across communities and encourage civic leadership within society. Springboard’s provision has led to exceptional outcomes with not only 90% entering employment or further education / training but also with many former participants seeking an increased role in regeneration and development across their communities.


Felix Bob Soliveres

Mr Soliveres arrived in Northern Ireland from the Philippines approximately 3 years ago to set up home with his wife and two children. Bob soon after began working in Intercomm under a Worktrack programme, assisting a range of Intercomm’s projects including its Peace Building Programme and Multi-Cultural activities.


Noel Rooney

Chief Executive of Probation Board Northern Ireland

Mr Noel Rooney BSc MSC CMS was appointed Chief Executive of the Probation Board for Northern Ireland from 1 April 2003. He is a graduate of the University of Ulster at Coleraine and gained a scholarship at the Federal Executive Institute Programme in Virginia, USA in 1997.

Mr Rooney had worked in Health and Social Services for over 20 years holding a number of senior management positions. Prior to taking up his appointment with the Board he was the Director of Operations/Executive Director of Social Work at the North and West Belfast Health and Social Services Trust with responsibility for the provision of integrated Health and Social Services across North and West Belfast.

Mr Rooney is a member of the Criminal Justice Board for Northern Ireland. He is also a member of the Local Strategy Partnership Belfast representing the statutory sector.


Sean Scott

Company Secretary

Seán is employed by Intercomm Enterprises Ltd as Site Manager, and is also the Company Secretary for Intercomm and Intercomm Enterprises Ltd.

Seán’s role as Site Manager is to liaise with builders, subcontractors, architects and quantity surveyors to ensure the timely completion of the project and to ensure it is completed to the high specification demanded.

Seán has 17 years experience delivering facility projects for Bombardier Aerospace and holds a BA Honours Degree in Business and Management Studies from Queens University Belfast.

Anne Pendleton

Lecturer in Community Development and Education at Belfast Institute of Further and Higher Education

Worked with Community Change, formerly Forum for Community Work Education for 13 years, Director between 1993-1999 . Steering group Member of:

  • Anti Poverty Network’s Poverty Awareness Programme
  • Community Evaluation Service Northern Ireland Training Support Service
  • West Belfast Partnership Board’s Training Sub-group
  • Founding member and Current Chair of Community Work Education and Training Network CWETN
